The attorneys of the government contracts law firm Shook Doran Koehl LLP are dedicated to the principle of providing our clients with large law firm experience and cost effective service. Each of our partners has in excess of 10 years of experience with major law firms working on government contract law issues for both Fortune 100 companies and small businesses alike. Our government contracts attorneys are now able to take advantage of technological advancements that allow the experienced practice of specialized areas of the law to be performed from a less expensive platform while providing the same level of service our clients have come to expect.
Shook Doran Koehl utilizes the blended experience of our attorneys to work with clients at every stage of the government contracting process – from soliciting business and proposal writing through contract negotiation and performance to contract close out. When necessary – and with a focus on how litigation will benefit the bottom line of our clients – we litigate bid protest matters and claims against the government, drawing upon our decades of experience with public sector contract litigation.
As noted in the individual biographies below, each of our partners brings unique experiences and qualifications to the service of our clients.
- William A. Shook spent almost 10 years working as an investigator for congressional committees working on matters involving federal contracting agencies before beginning his legal career. He then spent over 20 years at a single national and international law firm as the government contracts practice group leader, assisting clients in their public sector business. He is the co-author of a government contract law text book and has taught government contract law at Washington & Lee University Law School and the University of Baltimore School of Law.
- Kelley P. Doran has over 14 years of government contracts experience, including experience at two major government contract law firms. Kelley has focused on working with clients selling information technology and other commercial products and services to public sector agencies as well as companies in the biodefense industry. Kelley is also an adjunct professor and teaches government contracts law.
- G. Matthew Koehl has practiced government contracts law exclusively since graduating from law school in 1993. In addition to his large firm experience, he served as Vice President, General Counsel to MicronPC, an information technology company that was then a Top 5 GSA Schedule contractor. He is able to counsel clients on how best to utilize the GSA Schedule program and other government contract vehicles as an effective means of selling products and services to the government while avoiding the many problem areas that can arise.

Billing Practices and Procedures Commitment*
The attorneys at Shook Doran Koehl LLP are committed to providing cost effective, quality client service. In addition to the specifics in each client representation letter, we follow the billing practices and procedures listed below for all of our clients:
- An accurate and detailed monthly description of hours worked on each matter.
- No charges for federal government contracts legal research databases (Westlaw).
- No charges for incidentals such as long distance charges, routine mail, facsimiles, and reasonable amounts of black and white photocopies. Large and color photocopying charges will be billed direct with no mark up.
- Billing by a single lawyer for negotiations, outside meetings, depositions, and court appearances unless previously agreed to by the client.
- Rates are firm for one year beginning with initial engagement.
- No attorney time charges for three hours per year of on-site or webinar training of company personnel on government contract matters.
- No billing for non-working attorney travel time. Air travel is always coach fare.
- Alternative fee arrangements can be negotiated, including retainers, success fees, fixed amounts and volume discounts.
- Early identification of expected legal costs and timely notification if increased costs are a possibility.
