The pursuit and performance of government contracts present unique ethics rules and restrictions on the business conduct of contractor personnel. In recent years, for a variety of reasons, the government has dramatically increased its focus on contractor compliance in this area. In December 2008, the FAR was revised to impose new requirements for contractor business ethics and compliance programs, as well as mandatory disclosure of suspected violations of certain ethics laws and requirements. Observance of these unique ethics rules, reporting requirements and business conduct restrictions can be especially difficult for companies focused primarily on the commercial marketplace which also sell to government customers because the restrictions are often at odds with standard, familiar commercial business practices.
